Guess what I pay for my pay-as-you-go cell phone that I use for emergencies only? I pay $26 every three months. Call me cheap if you like. I can take it! 
If I need to call someone, I call from work, or when I get home. Or I use email or twitter to keep in touch. Much cheaper than cell phones.
